I know about shiftng hues for light and shadow, but painting skins really confuses me. Those color placements seem so random.

They may seem like it from up close and who knows? They may actually have been added randomly when the artist only vaguely had an idea that it might look good, but the end result is the same (look at thumbnail of OP image for example)

Putting different colors next to each other causes them to combine visually. This is more obvious when viewing it from far away, but the effect remains when viewing normally. Examples can be found in many Impressionist works, most famously A Sunday Afternoon on the Island of La Grande Jatte. The same effect is at work in inkjet printers.

Color doesn't matter in conveying a sense of light and form, and a such it's a useful thing to keep in mind when you're starting out to make sure you focus on value first.

That however does not mean that color is arbitrary and not an important aspect of realism and design.

Those colours in the OP pic are the new 'drip' watercolour paintings. In 5 years they will be incredibly outdated.
The cools and warms don't relate to anything on that picture, it's a mess, trying to pass itself off as modern and exciting.

Well we invented cameras so if we just want a picture of people we can have that easier. Painting nowadays is about adding emotional value and style to what is there in life. The thing you're talking about is called Color Notes, and is part of a painterly aesthetic.

Blue is the complementary color if the orangeish color of skin tone, and using it to indicate shadow on the skin plays into color theory. However, you are right in saying a lot of the splotches of green/blue on this painting are random, and as a result of that their application looks bad.

It’s because most of these painters have the tendency to splatter paint al over their canvas and cal it “art”, but in reality it looks terrible.
