Check out Color and Light by James Gurney in the artbook thread if that's not done already, it gives a ton of solid pointers to understand values and colors.
Then you gotta study everything that artist you like does, and figure it out. It's right there under your eyes, but without a decent understanding of fundies and some mileage of your own you won't get it.
