Speaking generally rather than specifically about this image, the final product isn't always a reflection of improvement in drawing skills or growth as an artist. This might seem counter-intuitive, but we as viewers are not privy to how these drawings were made. We don't know how much tracing/copying/referencing was used, how much of the design is original, how quickly and efficiently each drawing was made, and whether the artist can draw more flexibly (i.e. draw the subject from many different angled and lighting conditions). Most importantly, we don't know how well these works represent the artist's personality. A good example of this is Picasso. His earlier studies might seem more polished, but it's his latter output that is remembered.

Many beginning artists just starting to learn technical drawing often give up too soon because they think their art look worse. They never get over this hump, and their growth sputters to a halt.

The artist has obviously improved, they're just making poor style choices. Notice how they learn to use perspective, start to shade things (thus are learning about light). They even start to draw hands.

Reverse image search didn't show a source, but I wouldn't be surprised if this were a random teenager's art. Shame on you for making fun of them. You should use that energy to challenge yourself as this artist has done for themself.
