Well, it's tricky. The art books for old anime series are VERY expensive now. You can try and find scans of them, but I don't know how common they are.

Huh. Doing a little research, I found that James Gurney used animation cel paint to do some of the backgrounds for Fire and Ice. I did not know you could do that...

Poster color, gouache and vinyl cel paint are the same thing. They dry with a matte smooth finish.

They are not the same thing. They are similar in behavior, but not the same.

Poster color is hard to get and expensive outside Japan, but I think gouache is a decent alternative and the methods to use them are very similar.

Cel-paint is an acrylic paint, and should not be water soluble like gouache or poster paint (although they do make acrylic-gouache now, which is basically acrylic that behaves like gouache).

‘Symbol drawing’ is a phase in drawing development when a person is drawing inaccurate pictures based on their idea, their symbol, of how an object looks. For example, they know that a chair has four legs, so they draw all four legs of a chair they see regardless of whether any of the legs are actually visible from the angle they’re seeing it. The chair symbol in their mind overrides the chair that’s in front of them. The word ‘symbol’ is being used in a psychological context.

Tezuka used ‘symbol’ in a literary context. Some of those symbols are symbols in the commonly used sense, almost like pictographs - X shapes for angry bulging forehead veins, for example. But others, like girls running to school with toast in their teeth, are more complex. The toast rush tells you that this character is a scatterbrain who’s not that bright, but that she’s got a good heart and is a dear friend. We know this because countless manga used the toast rush as shorthand for this, and it will mean the same thing no matter how simply or realistically (or even in live-action film!) the scene is rendered.

That said, you can symbol draw manga symbols. Japanese kids do it all the time.

Most of my current work is in that style so Imma help you out with how I got here,
this is especially true if you want 90s anime, if you want 80s or 70s anime than you might have to tweak it.

What you need to do
1)learn the basics. Drawing 3d shapes, realistic drawings or at least sketching, and the general fundamentals
2)Try to draw anime. Go about it one style at a time, the concepts are somewhat similar across the board, so if you sit down with a few then different ones would become easier. I doodles some lucky star opm, stuff like that.
3) make sure you pick up on what makes things fundamentally anime, the 2d shape language, the 3d shape language, the reasoning etc. Figure out the shape language and stylistic choices of the style you like and make sure they make sense and work.
4)work towards realism. most of 90s anime was basically anime fundamentally with more and more realism put into it, it's not always but it's sometimes useful

notes:
>don't be afraid of breaking the rules of anime slightly, sometimes it makes something look even more anime when you use your head, and take away from anime when you try and fource it, for example a lot of western artists that try to do anime try to stick to the rules too much and end up with trash.
>make sure to keep things based on 3d, you aren't drawing symbols, even if the eyes are flat on the skull they will still wrap around the head, and even in some very extreme styles there's still thought on 3d going into the works behind it.
>keep it loose, don't be too tense about it, usually the best way to make anime is be loose
>be mindful of your lines. not everything needs them. sometimes a lip can be half a line and a nose can be a dot, it's not about the lines but what they represent. I think that's everything. enjoy.
