To be good at crosshatching you have to have nice and steady hand, and a good understanding of light and form. and of course your can cross hatch digitally, it's literally just drawing contour lines on paper, can be done with a simple round brush or any inking brush.

I used to do a ton of cross hatching when I was younger. Somehow, I didn't have internal bleeding afterwards. The worst thing is that some people today tell me I should do it because it looked nice.
I'd prefer to an hero before doing that shit for 10 minutes. Fuck that.
I also think that it usually look ugly and terribly inorganic.

Yeah I know Dore's work is engraved, but so are the earlier examples posted. engraving is just a way to mass produce art. The art techniques used to make these illustrations is the same regardless of medium, it's just ink rendering with contour and cross contour lines. That was the piont
