Krita has a manga layout and speech bubbles if I remember correctly

Adobe Illustrator. It's the standard across all major comic companies. Check Youtube for tutorials.

drawing straight ellipses is a trash way of making bubbles. to make good bubbles you have to draw them as vectors and manually handle them so that they fit correctly. use CSP.
