I can do Still Life studies and copy photos pretty well but I can't draw from my mind to save my life.

Draw anything you want from imagination, don't worry about what it looks like yet but don't just mess about. Figure out whats not quite right (perspective, specific body parts etc.).
Practise that specifically.

How the fuck is this even a problem for artists?
I only draw from imagination. Doing real life studies is boring as shit, but necessary if you want to get better at the basic, like anatomy, perspective and so on.
Just imagine something mundane, fucking anything (like a cat with a magician hat, look what I just imagine on the spot) and just draw from there, only look up refrense when needed.

The truth is the majority of artists can only get good at copying through an entirely mechanical process, that's why ateliers still manage to produce good students
When it comes to cartooning and drawing from imagination you just need talent or you will never get good at it

You need to study your subject until you can draw a realistic version (not perfect) without reference. If you fail at drawing it from imagination then you need to study some more.
