How do you come up with a character that has a good design and originality? Lets say I draw a character on paper how would someone come up with ideas for creating one and what makes a good one?

Depends on what you want to do with it. A character is a tool and different tools do different things. First ask yourself why you want to make an oc. If you're creating a character for a story their design should reflect the environment and purpose the character has within the story. If you just want to circle jerk with friends on social media you don't have to think too deeply about it. Just follow the 'recognizable/unique silloutte' rule and avoid just copy pasting your interests/other characters you like. Looks and personality trump depth for your run of the mill /aco/ oc.

While I hate the term OC, I'll help
I try to think about a few key points that are memorable about their character and costume. Realistically, you should be able to simplify the character to a high degree, and still recognize the character. for example, if you drew a generic man with a red hat and red shirt with blue overalls, but no other distinguishing feature, that registers to people as Mario. If you draw a stick figure with blonde hair and a giant fucking sword, that registers to everyone as Cloud. If you want a memorable character, they should have a simple design that stands out.
