I'm not that good of an artist, but in my opinion the goal in OP pic isn't good enough to be an aspiration. It whole image looks flat and has shapes on the flat face. It also looks kind of(kind of) stiff. I think you should have better and more competent aspirations to tackle like Murata or Krenz.
Again, I'm not good enough to be an advice figure, but as far as I know, knowing what you're drawing is the best thing you could do. Try to not wing it, think of what you want to draw, at least the bigger picture of it. I've also noticed that most of the competent human stylizations are based off real humans(i.e, supposed to be 3D for the most part), but intentionally break things if convenient to the current circumstance or style. For example, look at anime keyframes. So essentially, I'd say:
1: be competent, correct yourself
2: be open minded to concepts
3: take time to analyze what you're trying to draw

Idk man I’m no expert but the shading on the Hogarth one seems kind of bad, no clear light source and almost seems a bit like pillow shading.
I personally don’t like hogarth, loomis, vilppu, and bridgman are all better. Also Steve huston

So is everyone else. It will take time and work to get good but you will. Go try drawabox. For a beginner like myself it's very easy to follow. And draw lots of things you like. Copy things. Copy other's drawings and copy artists that you like. Don't worry about wasting your sketchbook. Scribbles and junk drawings are what they are for. Do your best, take your time, and remember that you will get better at anything you practice, including drawing. Just don't ever give up.
