Pic related is 5h, 5!
Looks appealing, Most styles that do cute girls well is 6h.

Is it all only height related, the taller the more heads? I don't think so because of appeal differences but can't put finger on it.

Those rules aren’t set in stone, they’re just guidelines. Someone like Toriyama can easily play with them and come up with his own set of proportions that he finds appealing. Also this is what studying is for. You learn the basic proportions with loomis or whatever else and then you start studying your favorite artists to see how they play with those basic proportions. Then eventually you’ll end up with your own unique proprtions that you without even thinking.

If you wanna draw someone that the viewer instantly thinks is tall, draw someone of many heads in length. That is why it is possible to make a character be 'cute' or 'heroic' via head heights, it's because we attach things to height
