Whereas people that developed in hot and nice temperatures with plentiful resources had a lot more time for fucking and dancing and stuff. They didn't have to spend winters avoiding death by exposure and they didn't have to grind alll summer to make enough food to keep from starving to death in the winter. Why Germanic types go nuts in Fall for Oktoberfest type of memes. They had to constantly work at not being dead for most of the year and then just raged real hard for the month out of the year that everything didn't suck.

plus it's also kind of a poverty concept. people that develop in more impoverished conditions are more likely to be less trained to act boring for longer. Kids raised in white people conditions are trained to be more docile and they're given more books and things to keep them distracted in relatively-isolated conditions, while people that develop in poverty don't get that shit, they're forced to have to interact with a lot more people early, and they're left to their own devices to figure out how to entertain themselves. Dancing and play behavior is practiced and encouraged for longer in their lives.

race isn't really a thing. just a spectrum of adapted traits among different people whose ancestors adapted to different environments. "Whiteness" was the result of people developing in cold places that required clothes to cover the skin, and so melanin became less important for survival over generations and then it was likely eventually an aethestic trait that was inbred and selected for by nobility that wanted to prove how rich they were by being super white (never gets sunburnt from working in fields etc).
