It's not only fundamentals and studying they need, it's aesthetic taste as well. You can tell that a lot of people here have no sense of a direction that they want their style to go in by how they post the most generic anime art to embroil anti-anime posters and in non-anime art appreciation threads. They could easily draw anime by analyzing and studying from their favourite japanese artists but they have this persecution complex and conjecture that fundies-pushers want to insinuate them into drawing ugly western gorilla women or tumblr cartoons. The reason this attitude of 'westerners can't draw anime and there is some clandestine set of anime techniques that only japanese either share in their art communities or are intrinsic in their learning process' exists is because those western artists do not understand anime style because of lack of immersion, and same as everyone in this general. If people here exclusively looked at and memorize the characteristics of genuine japanese GOOD anime style while doing realism at the same time, seeing the discrepancy (most important) between anime and realism, would teach them to draw anime. And people think anime artists who are shit at realism have absolutely no fundamentals when they do have them just not rooted in realism, all others like 3d mental construction, line confidence/dynamicism, some level of anatomy understanding, still apply whether or not consciously.

Aesthetic good is subjective, you form an idea of it on your own after looking at enough art that you start to realize and filter what looks bad/good, which is intuitive. Technical good is obvious with knowledge of fundamentals but not as important as aesthetics, which can overpower it especially if highly stylized. Popularity can be a measure for what's reliably good, as well as professionalism, you could look at frequently extolled anime industry level illustrators and animators because they know how to stylize to be appealing yet fundamentally sound, but also look at what you currently like, think about what your art lacks from theirs, and look at the artists who are influences on those artists.

They seem to be even at first glance, are you using the mirror trick on your drawings?
It helps a lot with checking for anatomy errors, especially when it comes to faces
As for the style of eyes, they look alright, I can even sorta tell what character your going for, but there's a lot more to style than just what type of eyes you go for

please look at this image and your original image and study very closely how you drew the eyelashes vs how this artist drew eyelashes

hint: your character's eyelashes curve downwards such that they show him to be very angry and stern thus not as cute. for something to be cute it needs to be "non-threatening". part of what makes anime characters non-threatening is even if they have a stern expression, usually there's some hint or indication theyre insecure and only pretending to be tough, intimidating, etc

Lately, I have been studying illustrations such as these, with highly-detailed environments and futuristic city-scapes.
I haven't attempted anything yet, but studying this one, I am trying to decide what makes these pieces so successful.
For me, I think it's just the bright colors and high level of detail, combined with the comfiness of the rooms they characters are usually in.
I guess I wouldn't really know where to get started with these detailed backgrounds. I suppose I could draw a basic bedroom but raise the ceiling and replace the wall with a glass pane or something. But I'm afraid I don't have the imagination to design a futuristic city-scape in the background, or make the room itself look futuristic.

I usually pose and try to see which pose feels natural and not stiff. If I'm too lazy, I just try to eyeball it with a few trial and errors until it looks right.
I think changing the camera angle also helps instead of doing it with a front facing angle. Try to imagine the thing you're drawing and rotate it in your mind until you find some interesting/appealing angles to draw. I might just be talking out of my ass but I'm think there are some books about composition that may tell you more about this.

yes theyre exaggerated but there comes a point where it goes too far. If you make a dynamic pose and push it too far to the point the joints get broken its not ok. the eyes in my example defies logic, its like someone taped up their eyelid, revealing a lot more of the white of the eye or as if they rotated the whole eye on the face inward.
When they close their eyes itll look weird, the point where the upper eyelid and lower eyelid meet can not be that unbalanced unless youre trying to make some caricature of silly cartoon drawing of an asian. which is fine, but we're talking about anime here. Had it been for a chibi expression or something i wouldnt have a problem with it but people use this as their style and ive seen more and more people adapt it without making an informed decision.

I'm a professional environment artist (3d). I can tell you a large majority of illustrators doing complex backgrounds nowadays use 3d bases, both to iterate easily (shuffling elements around takes 5 minutes) and to get absolutely rock solid perspective.

There's basically two secrets to creating good looking environments of any type. The first is research and reference. You're gonna need a lot of reference. For a large, futuristic interior, look at photos of airport terminals, or public spaces in modern buildings (art galleries, shopping malls, tower lobbies, etc.) They will give you some ideas for the lay-in, then you can put your personal twist by changing the design or give it whatever theme and purpose you want.

They really don't when they're on the skin unless you're going for someone 80 years old. There are hardly any unnecessary lines on the hand in that picture except the ring finger knuckle. The pointer finger doesn't make any sense because it's only got two segments (ring finger also not looking great in terms of being 3 segments but I guess is doable even though the last two segments are like a noodle) and the pinky finger has an entirely invented 4th segment. I don't think pigeon's work is that great but whatever you like.

You're still on the sketching/clean up and it can be early to judge but the way you've placed some tone and lines gives the impression of someone still quite unsure of the planes and shadows they're mapping.

I dont want to post my own attempts because my attempts are really really bad.
I mean a "generic" style, like pic related

I guess Im supposed to use the pencil tool and be careful about how I apply pressure but I never get it to look anywhere like this so i just messily scribble with the brush tool until i get, roughly, the right shapes
