I don't think Pixiv ever had quality rules.
It was just cultural factors; the Japanese place value on not sharing work until it's polished,
(except in a teaching/critique setting etc) and people who share ugly shit generally are not given asspats but cold shoulders and shunning. That's not to say everything uploaded to jpn-only Pixiv was good, but it was usually bad in a much more tolerable and subtle way that usually allowed it to look good to the layperson (...actually that might apply to a lot of 'good' anime artwork.)
