Honestly, this isn't the right way to ask the question and that's why it leads to bad results. You don't ask "How do I draw anime?" because it's such a vague question. What does it mean by "How do I draw?" What does it mean to "draw anime"? What is the "how"? And you also put in "I" as in yourself and not how everyone else does it. That means you should only know the answer. Or it means that you already know. Anime is referring to a certain type of art. It could mean animation or illustrations. It could mean stylistic choices. It doesn't really matter because the "how" in this case is with a tool that can create marks. That's the "how". We don't know what kind of tools that you have, so you would have to figure that part out and now know you what's your "how". It could be a pencil, a pen, a brush or even the pixels on the computer screen. However, the other meaning could be implied as in "How do I know the choices that the artists who draw anime make that leads to such and such results?" The answer for that is easy and difficult at the same time because it sounds simple. Everything is based on something and that is why art history is so important. Anime is derived from animation which is derived from life. The answer can always be broken down more specifically, but it doesn't need to be because the origin is from life. That's the most important part and as long as you study from life, the next parts come much easier. That doesn't mean it's easy, but it's easier than if you were just to attempt and draw anime without knowing anything about how we perceive life. But, just knowing how to see is just one part of it. You also have to know how to draw which in itself is another part that involves work from how do you move the pencil steadily across the paper to producing the correct gradients of shading. Then there's putting the two together to produce something that seems real on paper, but is just a drawing.

TL;DR Instead of asking others questions, ask yourself the questions and get to drawing to answer them. The answers will seem to come slowly and that's because they are all little small bits of information that come together to form the huge grand answer that you're looking for. It may take a very long time, but that's what it takes because others can not tell you the complete answer as only you know the answer you're looking for.
