Ok this was the first thread I found addressing this issue. First I was like what the heck is this? I just got a new Cintiq and cant use it?!!! ARGHHH !!! Just so you know the issue is caused by windows ink that doesn't let you disable scrolling while using your pen, which renders not only wacom tablets but also native microsoft surfaces useless for artists !!! Well done microsoft!!! ANYWAY ENOUGH RANTING HERE IS THE SOLUTION

1.Open command Prompt in start menu 2.Paste this - reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 1 /f 3.Press enter 4.Done (basically this will disable pen features that were set in Windows Fall Update ,which causes the whole issue in the first place.

If you want to revert back to the retarded pen behaviour paste this - reg add HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Pen /v LegacyPenInteractionModel /t REG_DWORD /d 0 /f The fix was suggested by one of the microsoft ink devs in this thread, and worked for me. Even though it almost cased me a heart attack and a sleepless night it fixed my issue for now. Hope it helps you guys too.

I have another issue with newest version of Photoshop- brush/ eraser preview (the one you swtich on and off with capslock) dissapears when it's size is bigger than tiny.
