How do I draw cute anime girls like pic related? I understand how to draw all the seperate common facial tropes in anime (like eyes, the four-slash-mark-type blushes, the smiles that go thin in the middle and all that), but when I put it all together it looks like some Total Drama Island garbage and not cute at all. I know a simple pointer isn't going to solve all my problems, but I would appreciate some tips or if you have any or resources/directions I could take my art towards to get better at it.

No, you do not understand anything at all and furthermore what you've just described is pure unadulterated cancer that is used to help with animating on the cheap it is the single biggest misconception and a trap that a lot of people fall for.

If you want to understand what makes something seem cute study the proportions of a child and learn why our minds perceive something to be cute and adorable and wanting to protect it, it is a physiological response and a trait used to increase the survival of living things this is why your animays are so popular and have not died yet in fact it attracts lonely men with beards on their necks.

You're not going to learn anything but bad habits, unless you study from life you'll have the fundamentals necessary to stylize what you learn from life drawing what you're trying to do is copy the answers instead of learning how you get the answers to solving the problem with idealizing figures especially if it is stylized and not knowing why would only lead you to having to unlearn the bad habits which would hinder you more rather than learning to figure draw from life first and then "break the rules" after you learn them.

Your weebshit was inspired from Disney, Disney derived its cartoons from life. The Disney Artists heavily relied on references and many life observations in order to achieve a product they can use that was simple enough to animate while at the same time providing the illusion of life through the use of basic forms and how these forms behave and react to a squish and a pull - it is the simplicity and abstraction of life that you have to understand in order to successfully execute any form of stylized drawing in order to provide the illusion.

Weebshit heavily relies on real world perspective which is why it is essential to do life drawings especially real world figures and understanding mechanical perspective.

obviously if you want to mimic a certain style you should practice it. But life drawing and learning how to simplify things from life rather than memorizing a series of poses and symbols that you cobble together is what will make your work actually look good.

You have a bias and a misconceptions on what fundamentals mean. I suggest you actually learn what fundamentals are about instead of misinterpreting them as something else. Having the ability to do an academic study from life and being able to portray it as a symbol on canvas with great accuracy does not mean you have the fundamentals required to deviate from life to the abstract and the ideal.

After thinking about it for a bit (and realizing my shit internet didn't post my post) I don't fully understand how learning from realism could be translated into anime. I can definitely see that in terms of bodies but as for stuff like the pic I posted as the OP, it seems to basic to really draw inspiration from realism, if that makes sense.

The whole point of those exercises is for you be introduced to basic forms and learn how to approach the difficult problem of portraying the illusion of three dimensional forms on a two dimensional plane especially if these forms are stylized to the capacity where you must deviate away from life and essentially work with your imagination which takes a lot of experimentation and screw ups before you learn how to approach the abstract that works and makes sense for you. Furthermore you do not have to use his exact construction methods per se even Loomis encourages you to develop your own approach in order to solve the problem you are facing. Loomis goes on to say how the developed the divided ball and plane method out of a necessity that worked for him with illustrating realistic heads that demanded a quality of appeal for use in advertisements and magazines at the time he was a painter.
