If you mean black and white (inked) using strokes to give texture, Bernie Wrightson was a master of that.

I don't know the context of the image, but going by the figure's pose and the fact that it's a page from a comic book rather than a solo art piece, it's possible that this is completely intentional as a means of storytelling. Still a worthwhile observation though, I'm just saying. The fact that it's part of a longer comic also makes it just as likely that corners were cut to meet deadlines.

Check out the true masters, Albrect Durer, and Gustav Dore. For a looser style of line drawing, check out the golden age of children's book illustrator, with guys like Dulac, Arthur Rackham. Booth is about as good as you're gonna get in the 19th/20th century

Mentioned already are Gustave Doré and Albrecht Dürer, they are the great grandfathers, so they are relevant obviously.

Bernie Wrightson is already mentioned.

You should also check out Daniel Vierge, Joseph Clement Coll, Alfredo Alcala, Walter Jardine (pic related), and Nicolas Delort.

Sergio Toppi might be straying too far from what you're looking for, but nonetheless. The draftsmanship of Edwin Austin Abbey might interest you too.

Today I realised most of you fuckers don't know what etching is. Most of these are prints produced by scratching on a metal plate and then drowning it in acid for a set amount of minutes, repeat the process with different amounts of time to get grey hues once you coat the piece of work with ink and voila. About 1/3rd of the work here is not hand-drawn but hand-carved. You guys seriously need to get a more well-rounded art education.

I recently picked up a book of Miller's work, and was surprised to learn that he worked with Ralph Bakshi on Wizards. He created some of the post-apocalyptic backgrounds, and those set in Skorch, Blackwolf's castle; you can see one in this scene, for example.
