Nothing on human body exists in isolation, everything is connected to or affected by something else. If you know how human faces work, your hand will stop you from misplacing an eye, because that space is already occupied by the nasal bridge or the cheekbone.

Branching off of this, how would I go about actually "learning" figure drawing? I'm going through Loomis but I don't really see a set of exercises or anything I'm supposed to do - what's a recommended routine? Should I be going through something like quickposes and drawings the underlying structure or what?

Quickposes is good, yeah.

Figure drawing classes generally split their routines over a single reference making various poses across progressively longer time intervals. So warm-up sketches are done in as little as 30 seconds (this conditions the artist to stop chicken-scratching, and have confidence in their strokes), and then it just gets longer from there. 1min, 2min, 5min, 10min. Depending on the medium this can sometimes go on for 15min, 30min, 45min to 1h. Granted you're not spending this combined amount of a time on a single pose; pose websites cycle for you, but the longer intervals are typically where you'll have the most freedom to experiment.
