Ok, so i have pretty much gotten pretty good at drawing the regular front, 3/4, side and back view of the head i can also do the front and back view with the "camara" high and low, but i cant do the same with the 3/4 view.

Is there a solid way of drawing the 3/4 view of the head with the camara high and low?

yes, by reading your loomis and the sticky and learning HOW TO FUCKING DRAW ISNTEADF OFUF FUCKIGN SHITTNGIN UP THIS BOARD WITH FUCKIGN BEGENNER :ASS QUESTIONS GOAD DAMN why doesn't anyone realize that if you could fucking do the shit Loomis motherfucking recommends you could draw any fucking thing ANY FUCKING THING FROM ANY ANGLE YOU MOTHERFUCKING WANTED MOTHERFUCKER christ

I can't think of anything else than getting a cast/statue, or a live model or even photos and grindig hard angles until you get familiar with them and think easier in those views.
Getting familiar helps because heads can look realy wrong in extreme angles.

Camera. CAMERA.

Also, go on sketchfab and search for male/female head. You'll find 3d scans that can be freely rotated

You literally have that 3D model of a planar simplified head that you can rotate all you want. Just study that

One thing I find particularly frustrating as a weeb artist, is learning how to draw anime heads at unusual angles. It's just so hard to find reference, because of the variety of styles, the inconsistent and often physically impossible construction and the fact that most manga artists aren't very good at it themselves.
I really wish someone would make a large collection of high quality 3D anime heads, so I could use reference without copying someone else's art. I've tried using MMD heads, but most of them suffer from the same problem as the 2D art does, in that they look absolutely awful from many angles, and rely on all sorts of camera tricks to look good. The jaw and area below the chin are particularly bad, both in 2D and 3D art.

Agreed but have you looked at Kawacy's reference sheet? That's the only good one I've seen so far ;_;

Really old, but I still like yuumei's chart for being anime but not too much.

the hair makes the distortion less obvious; the looking up and looking down angles don't even follow the Vanishing points. the cyan grids are pretty misleading. lol.

i recommend studying the skull in its 6 orthogonal views, then box it in any perspective views as you'd like. here, that's the accurate and efficient way to study the head. my thx to vilppu and Robertson (i actually understood robertson better after using vilppu), you'll also need a skull ref with its 6 sides exposed in 0 perspective--- though you can also apply the same principle using an actual human head but its features may detract you from concentrating, though it's possible (such as loomis). construction boxes are essential to grasp difficult/unexplored subjects. and once you've grinded enough, you can drop the construction away.

it's not great for high or low angles, it's difficult to accurately place things on a sphere

Let's say we replace the sphere with a cube, that way, placing it in perspective is easier
