Particularly this .. wetness effect I guess

Zedig is the only western artist that I know of, who's got a slightly similar render style (just for clothing though)

Here is one from Zedig

How does he get these small multi values on his clothes?

try these brushes, the only good defualt brush is the oilpaint flat brush but still that has no texture at all.

There's a whole process video of this painting on Youtube. Also he posted his brushes on Deviantart.
He uses brushes with color dynamics switched on at some parts of the painting (e.g. clothing)

If you can't analyse something as simple to analyse as an art style than you can't become a good artist.

Do you know the definition of analyzation?
Analysing something doesn't necesserally mean to do a copy/study of it, you just look at it and try to understand how it was made. So all my paintings and drawings are my "analysed artwork", because I put stuff that I have learned from analysing other artists and real life in it. I have art here if you want to know: http://www.sycra.net/forum/viewtopic.php?f=3&t=17186&start=40

What's the point of waltzing into a thread where somebody wants to specifically achieve a certain advanced style, categorically say that analysis of any style is easy unless you're NGMI, and then backpedal and post some random mediocre studies when somebody asks you to post an example of the certain style? What a letdown.

I too want to do a similar style with muted , yet powerful colors. Check out Rei on pixiv. She does similar art.

geez.. always these salty wannabe artists that try to drag everyone down with them.

I'm a successful illustrator for the past 2 years now, studying Ruan, Mullins, Gi, and various Asian high-tier no-name artists. That being said, I consider myself a decent observer, but even I have trouble to give proper directions for this piece.

It looks like a more flat-2D version of Zeen Chin, with the low saturation palette similar to Krenz.
These micro values though.. are something that the majority of Asian artists (that paint in such a style) get with CPS or Sai, due to the way that colors blend. But this artist, GeoLim, uses Photoshop.

So he either uses a specific dynamicsmixdual brush, which emulates the before mentioned blending, or he does it all with thought, which the spacing of the said micro values on the clothes, does not support.

AKA the brush spreads the small value variations randomly in that area, and you get similar effect (clotheshair). Deletepaint over parts that don't fit.

Next time, if you have nothing of value to contribute (which I'm pretty sure you don't), don't high nose and pretend you know something, just get the f out and let people grow. No need to be salty just because you didn't make the cut.
