I highly suggest that for anything remotely colour/lighting effects you use photoshop.
Layer styles > Outer Glow > Overlay (if you are a scrub) or normal if on a solid background or Colour Dodge if you want to see some real fireworks.

Paint the white base out with your tablet or use the pen tool/illustrator.
