Might have been done in a 3d program and he just moved around taking snapshots. Otherwise you can create it either by using a perspective brush of radiating lines and manually place them outside your canvas, or you can take a flat grid and skew it into perspective.

those grids can be made in adobe illustrator and photoshop, theres a grid tool that is used to make grids, with it you can make your desired grid and have it be on the desired perspective, very nice grid tools if you ask me, grid OP
