Not everyone was raised to have bad taste. I think it's something American artists in particular have to overcome because their culture is steeped in kitsch and ugliness. As a child I remember recoiling in disgust from American cartoons like Ed Edd n Eddy, while I have a lot of happy memories of that Heidi anime; obviously this stuff has an impact on our visual libraries

Stylistically speaking, western animation turned to shit in the 90s. Sure, there were plenty of awful cartoons before that as well, but that was partially a result of budget constraints and cartoons being aimed at children.
With the growing popularity of animation among teenagers and young adults in the 90s and 2000s, though, there's no reason for it to be as ugly and simplistic as it is.
