He's not shit. He's really talented. That's the only truth out of all the answers you will get here. People who say otherwise are either jealous or trolling. Any artist actually worth a shit can tell you that he has skill and the required attributes to be one of the more successful artists that many people here are lacking. If you can't go to his pages, look at his art, and understand that he is a talented artist, you're never going to make it anywhere in this field. Stick to being a backstage hobbyist who does art doodles from time to time, because you are simply not going to make it anywhere if you can't see the value in his work.

That said, most people here don't make art themselves, or they make either really unfortunate photo studies or middleschool tier doodle artwork. They're just here because it's a board on a popular Internet site where they have somewhat of an interest in the topic related to it. If you took all the absolute best talent from /ic/ you might have enough to make a small indie game, but it would likely fail due to people here being largely socially outcast and broken in many different ways, mostly mentally. They either don't understand talent, or simply can't see it past their own biases.

There's a lot more to this, but those are the basics. Yes, he is a talented artist.

His work gets boring after a while but he knows his foundations and has a following which gets him patreon bux. At the end of the day he's getting paid to do something he loves, and I applaud him for it.

I think he's mostly stopped doing environment concept illustrations and is now just living off art for Magic, Magic related cons and his online class while he fucks his 9/10 gf all over the world. I know he was wanting to do that Sin of Man stuff. It started off as the type of art he was known for but I think it's moved now towards an 8bit game or something. I don't keep up with him all that much and only see the occasional new artwork for what I assume is his personal project.

He isn't pursuing fine art, he's doing stylized shit.

"Progress" becomes far more subjective past a certain point, that's a fact /ic/ constantly fails to realize. There are a lot of branching paths, some of which you inevitably won't approve of. Ilya could have become a human photocopier, or a realist painter, or a cartoonish animator. They're all "progress".
