My drawings are somewhat average/slightly above average. What should I study? What should I read?

If I study technique, fundamentals, and keep studying and studying everyday, I'll become a master artist, but a tech guy who can't delive stuff that is appealing to the common public

Not that it will help you overnight, but you should study his influences. Among all the ones that I remember are:

- Willy Pogamy
- Yoshitaka Amano
- Aubrey Beardsley
- Moebius
- Haruhiko Mikimoto
- Hikozo Ito
- Takato Yamamoto
- Frank Miller
- Yoshikazu Yasuhiko

You might think they are all over the place, but look how you can spot some Miller-esque vibe on his box art/package works, or the Mikimoto vibe when drawing women/girls. The thing is, his artwork fits what is needed. He doesn't provide his usual sketch designs for production assets, but rather uses them either as warm-ups/ideas or promotional art. The Eli pic you posted shows you that he can do both.

Also you might be interested on looking at artwork by Yuya Ishihata, Chihoko Uchiyama, Tsubasa Masao and Huke, which worked providing additional mech and character designs for the Metal Gear series through the years under Shinkawa's direction.

That's about what I can tell you other than using the brush pen and all that.

When I did Steven Borenstein's lectures I'm often reminded of Shinkawa's art style. Especially his gesture drawings which uses the same scribbling-esque format as Shinkawa's sketches. I highly recommend studying a few lectures from him
