Not their culture, they're taking things which are the most striking (big eyes, spiked hairs...) and putting it on their own style but it's missing the non-superficial stuff.

Well ignoring the obvious biases and the fact there are plenty of really shitty japanese VNs.

The Japanese VN market is a lot bigger than the western market so you get companies with a decent budget hiring decent artists to draw pictures for them. In the West its usually a hobbyist indie project with a random artist that they happen to know/find on reddit/deviantart/4chan/whatever

Also in japan you can actually find a circle of faggots that want to make a VN in real life. Be it in highschool, college or even just some general meetup. In the west you may have one friend who shares your hobby and is equally as untalented as you or you actually find some people online but it never sticks since you need a shitload of time to finish a proper product and it's hard to coordinate a team online, especially if everyone works for free.

In japan you can just make a game and sell it on some hardcore porn convention. Although to be fair, if someone in the west made a proper product it would properly find a decent audience on the internet.

Anime requires you to be able to draw traditionally then make it simple. Most western artists on deviant art just yolo it and get it stuck with half baked cartoonist tutorials.

there is no logical reason for why they wouldn't be able to do it.
they just are unlikely to invest ad commit that much into the style. they are also likely to be influenced by other styles.

"style" is something you try to make your own. and most people, westeners included, tend to do that. it's just that when you aren't putting enough time and effort into it, it wont look good. that's why most hobbyists "can't draw anime" and have shitty looking "styles".

there are some european artists who developed their own style while being influenced by eastern styles. look at joel jurion. i'm sure there are many others on the net.

I can't name a lot of Americans who can do it off the top of my head except this 4chan drawfag who I think is above average http://www.pixiv.net/member_illust.php?id=11276729 but there are plenty of white artists who incorporate anime aesthetics into their work or draw in predefined styles of anime shows. It's not uncommon for French people for example to work as key animators in Japan. Thomas Romain for example, I think he's an asshole as a person but he's very skilled

I want to say Rafchu draws really charming cartoony anime but she's a friend so it's a bit of a conflict of interest and she admits she is not very knowledgeable about anatomy and has little life drawing/anatomy practice so you guys would have a field day with this stuff

I don't think sticker facial features are inherently bland, a lot of proto-Ghibli anime from the 70s has sticker eyes but looks good to me.

I think the bigger problem is that the faces just lack any construction but also aren't stylized interestingly to make for good flat art. Also the bodies use anatomy, construction & perspective but the faces doesn't so it looks very very weird. That's a feature with a lot of generic anime I think looks shitty.
