Every succesful artist found the time studying and making art. Beksiński always had some kind of job, not always related to art. Hell, at one point he was in local city government. And he did photography, music and sculpture besides his paintings and in later years experiments with 3D.

There are six hours from 8pm to 2am. You can maintain a full time job and practice at least 6 hours a day pretty comfortably, honestly-if your job isn't super demoralizing anyway (which is easier said than done)

2:00am-8:00am: sleep
8:00am-9:00am: wake up, eat, commute, etc.
9:00am-5:00pm: work
5:00pm:8:00pm: errands/exercise/recreation
8:00pm-2:00pm: git gud

If you could maintain a schedule like that for 5 days a week you'd be golden.

The problem holding many of us back is addiction, I believe. Whether it's 4chan, videogames, tv, or socializing, many of us throw a lot of time away on frivolities that could be relegated to just a couple days a week.

I tried studying an anatomy book for 8hrs straight, but that drained me fast.

Ive heard, old Academic Drawing, Schools would have artists draw figures for a few hours; before changing the pose. Would this benefit a neet?

That's the exact opposite of correct.

Working people have a set schedule/routine, NEETs do not-though they often fall into one there is nothing forcing them to adhere to it.

I am not bashing either lifestyle, but I am advocating a realistic interpretation of them. If you work full time it is very possible to get better as an artist-and you will. If you don't work at all outside of art you will also get better if you put the time in, that's the crux of the matter. "Will you put the time in?" The answer to this question for a good portion of both hobbyists and students, NEET or employed, is "no".

I've been a neet for about a year now, and I can tell you that's not true, people who work have a better work ethic and often have more energy. I just recently started to get back on track by reading some books on self-discipline; I am now going on daily runs and have set times to draw. The hardest part of being a neet is staying motivated. If you can find a way to keep yourself in a groove and working towards some purpose you can be incredibly productive, but that can be pretty challenging for some people. A lot of people grow up being funneled into a schedule around school, band practice or something like that so suddenly being left to their own devices they might not know what to do. When I first went neet my productivity slipped considerably but once I started getting the wind back in my sails I've been more motivated to draw and work than ever and it's showing more and more in my work and in demand for my work. All in all I would say it's very worthwhile for the kind person who can commit and take full advantage of it but some people are better fueled by building up anticipation for art time while they work and fill their schedule with non-art obligations. It really comes down to the individual.
