Probably because we like imagining things we either cannot possibly have or not allowed to have/see. it has to do with the forbidden for you. another example would be a big part of latex fetishists, where you can see all the shapes as they are which are enhanced by light but without directly seeing them directly (different from people who actually enjoy the tightness, texture or submission significance of latex.)

I find it works well when done in one of two ways. Covering all BUT the part(s) you wanna show, or covering only the parts you wanna show. Sounds odd, but a girl wearing layered clothes that reveals some or all or her breasts or a bikini with a focus on the cleavage definitely shows more, if one finds the breasts their favourite site.
