Art is the penetrating force of ones psyche into the physical realm of existence.

In that of its own nature, its phallic in nature.

Art is also the purest expression of feeling (asides from that of physically making love).

So one would necessarily have to feel everything possible to express everything possible ,if one was rendered without feeling one could not express feeling.
