Secondly the actual 2D art is better from that game than the 3D, pic related.
Thirdly you're gonna need to know composition, values and colours. Copy master paintings then apply what you learned to your own work. Here's a few master painters to get you started

Are you trying to convey tension? Chaos? Serenity? Happiness?

As an example, let's say I'm trying to convey passion in a landscape. I might decide to put in a river and make it roar and flow roughly. If I add trees, I make them bend to a strong wind. I draw a sunset of red with stormy clouds gathering in the distance.

Pick a theme, the actual scenery is there to support and illustrate said theme.
Two people can look at the same scenery and depict two different themes. One might look at an ocean and draw the waves and their gentle lapping at the rocks. The other might draw the solidity and strength of the rocks as the waves break upon them.

Personally, and this'll probably piss some people off, I'd maintain that talent is a real thing. But it's not "bam I can draw", it's just being able to understand and grasp the concepts more easily. Anybody can do it, for some it takes longer than others because they approach or think about it differently.

Even if you don't have a 'disposition' to art you can git gud. It's a skill.
