what is this kind of art-style/technique called?... seems like a sub-category of pixel-art, but does it have a name?

how is it achieved? can I simply use PS with a few tweaks or do I need a seperate program?

The "red nose" detail is an attempt at displaying a blush. Humans usually display blush around the face, kness, shoulders, and any other large acclimations of fat (especially if there lighter skin). Most artists utilize this in color by using a little red airbrush subtly, but others like to show this by using a hard red color, with no subtly.
