Can someone explain framing for comic panels
I just don't understand how to place things and characters within the space of a panel.

It's compositional, anon. Like thumbnail sketching. Each panel should be trying to convey a message or some information about the story/character/whatever. Is the panel big or small? Bordered or windowless? Are the characters in it big or small? What is the panel focusing on? How fast is it happening?
Each panel is its own little picture.

Comic form is essentially a more artistic variety of Commercial format.

Panel 1: Attention shows us the girl as she leaves her apartment block

Panel 2: Necessity shows us the layout of the apartment block so that we know where she is.

Panel 3: Satisfaction shows us what the girl is doing.

Panel 4: Visualisation is split as the elevator comes to the girl's own level

Panel 5: delayed Action as we see the mechanical effect of the elevator

Panel 6: Action is initiated as she sees another girl's face appear in the doorway.

comics are just really low framerate animations, think of the individual panels as cameras.

after that the only thing to decide is how you want to tell your story.
