Again, its the artists preference to start off with the eyes. Nobody is holding a gun to your head and telling you to start off with the gesture before the eyes. Not even sure why this is a discussion to be honest.

Well if an artist is good enough placing the eyes in perspective will let them know where to place the nose or other features until they've drawn the whole body.

Seems a bit silly regardless, I don't know any good artists who use that method for anything serious.

The methods of construction used by a lot of artists and taught to artists aren't necessary, just helpful. They are tools, and some artist have gotten to a point where they don't need to rely on those tools anymore, probably because they can visualize the construction without actually needing to put it on paper.
