That's a very simple effect.
If you are using photoshop, you can go to layer effects and use Stroke. (The thing you want to outline has to be on its own transparent layer)

Outlines with line variation are a different matter.

The Boondocks was too conscious about the world you're living in. Of course you're going to hate it, you're a drone. The Boondocks didn't become shit that stereotypical niggers would enjoy until season 3. That's the moment it became the very thing it was suppose to be making fun of, and it's because most of the talent that went into writing the show left by that time.

If you're going to sit here and say season 1 and 2 of the Boondocks wasn't quality with it's writing and direction, there is literally no hope for your taste.

so i'm guessing the step by step process was something like this:

1. the guy sketches out this environment, using references of the architecture and stuff, the first sketch is pretty much just a line drawing
2. he fills in the values, considering all the light sources, getting as dark as possible where necessary and vice versa, resulting in a much more high contrast drawing than the one shown here
3. he digitally lays in the colors from a somewhat reserved pallet of dark blues and bright warmer shades to give it the sunset, golden hour look, probably took a very long time
4. he touches it up in photoshop or whatever program, adding filters that subdue the contrast and the saturation of the colors to give it a sepia tone/vintage look

to answer your question: with many hours of work

I like that drawing but the figures look a little flat to me which turns me off a bit. Producing work like this comes from drawing and painting a lot of still lifes and landscapes keeping the light sources in mind at all times.

No problem, the only issue ive ever come across with holding the utensil that way is when using a tablet. Tablet pens are so thick that it doesn't allow free motion like pencils do. Does anyone have the same problem? How do you guys draw with a tablet pen?

Not him, but I study illustration at a college as well, at a damn good one, and I hear the term rendering used every day by both teachers and students during critiques and just small talk about art. My professors constantly use the term to describe fully realized details in a drawing that give the illusion of form and space in a drawing or painting.
