I've got something super similar
It's homemade
Get an altoids tin or something and stick watercolour pans in it. You don't have to glue them, I just used bluetac and it works fine
Altoids tins have the lid connected to the base and the lid makes a good palette because it's smooth and plain.
Some altoids tins have an embossed logo on the lid and that's not good for paletting. I don't know if any of them have disconnected lids go have a look around

Another thing you can do if you want is buy an empty pan or just find something small roughly the size you're looking for and put tube watercolour paint in
It dries and becomes a usable pan

Gouache is basically opaque watercolor, so you can use it pretty much the same way you'd use watercolor. Tempera is waterbased, but becomes insoluble after it dries, IIRC.

There are two types of tempera. The kind he's referring to has the name 'tempera' because it uses some kind of natural protein based binder.
