It's not that the artist 'left it unfixed,' but rather the artist placed one of the vanishing points way too close to the image or the image is drawn way too close to one of the vanishing points.

I'm assuming you're really directly referencing if not straight up copying a picture. A quirk about perspective is the closer a foreshortened object is to the viewer (camera lens), the more dramatic the size difference will be. Have someone stand right in front of you and hold their hand up to your face. Their hand is going to look fucking huge. If that same person is standing down the street from you their lifted hand is going to look much smaller. By pulling the view back but keeping all the relative sizes the same, her hands end up looking gigantic.
By just cropping it down to simulate a closer look, the image already looks much better, and adding a slight gaussian blur to the face and upper torso in the background, the effect of distance will be heightened.

So, how long will practicing form and gesture drawing get me?
I've done some deconstructions of some of my favorite artists (pic related, copied construction from one of Bigdad's drawings) and it seems none of them use 'realistic' proportions.
I will still practice anatomy and realistic proportions on the side, but it seems i have a MUCH easier time applying it when i also do loads of gesture drawings and have an improved feeling of form and construction.

Been working on this. Currently all I'll change are small tweaks to the lines because, genius me, I forgot to ask for opinions while I was sketching and I really don't feel like redrawing the whole thing now.

I think it's called a 'sash', that ribbon cloth thing.
Anyway the legs look nice but I think the head is slightly too small, the arms are lacking in structure and perspective, and there are way too many tangents in the upper half of the body, which makes it really hard to tell what's what at first glance. Considering the linework and the sharp contrast in how relatively well structured the hips and down are vs the whole upper half of her body, it also kind of looks like you took a couple pictures, pieced them together, and traced them. If you didn't, spend more time drawing through the figure before you start defining contour lines.

I figured it looked small. I had initially drawn it even smaller and had to scale it up. Guess it wasn't enough.
And I see what you mean about the structural difference. I didn't leave all that many lines on this sketch (I eventually erased most of them to make it easier to do the linework); regardless, as I was saying, I redid the legs multiple times - there was even a time when she had chubbier legs and then I realised it wasn't as thin as I intended them to be. This probably led me to neglect the upper torso and, especially, the arms. Any tips on foreshortening, tho? More than simple perspective, I believe that might've been the main reason for the arms, specifically the left one, to come out weird.

Well this looks way better than what you posted before. The left foot is a bit off, I'd widen the heel out to the left some more. The right hand seems tilted just a little too far downward, I think you could probably lasso and rotate it and it'd be fine. As for foreshortening, I'm not that great with explaining, I hope someone comes along who can say something about the coil method or post one of those boxes in perspective tutorial/infographics. What you have looks fine though, just try not to lose so much in translation when you clean up the lines.
