I think /ic/ is really only good for giving you resources, and letting you know when you're good enough to make it on your own through hate. Where as Dobson and Buckly were hated and sort of dissected to find out where they went wrong, the current trend is to hate any artist who gets good enough to make something of them self. It's an annoying trend but at least you know when you've hit good tier.

Tumblr just has a bad rep because to many artists can't separate their political/social beliefs from their professional lives and usually shove it down everyone's throats. It's also a pretty bad hugbox. Not as bad as deviant art, but the mentality is definitely there. There's also a few art "styles" that sort of make up a majority of the work you see "big red nose, Steven Universe, adventure time" so that's also working against it.

Add on top of that the restrictions on the art you create and you get why there is some ill will towards that site, still, I'm sure most people who draw have one. It's easy as fuck to market yourself on there.

its not about the finish, rendering comes only after everything is perfectly in place (unless you meant "finished product")

the snout isnt even facing the same direction as the eyes, the water is trickling down the side of the head completely wrong and doesnt follow any of the contours of the face
the highlights on the fur look weird, the teeth are super flat, the forehead is really weird shaped and flat as well since you dont seem to have a good grasp of 3d objects
the composition is really unbalanced with not a lot of thought and the red aggressively pulls your eye to the dog's green eye or the detailed muzzle, everything else is uninteresting too look at since all the empty space is just.....empty.

lighting is inconsistent
did you use reference or just trace the basic lines of an angry dog picture and then fill it in yourself?

When I first saw a vilppu drawing he was like the pipe master. I didnt realize he was demonstrating how (form/volume) works. Sometimes the solution is to draw overlapping shapes to demonstrate the volume. You're literally faking it to make it. 99% of the time in still lives and figure drawing, you're drawing something foreshortened in space. Very rarely can you rely on a diagram. But you can always trust these methods, piping, overlapping, rhthyms etc.

From the thumbnail it looks kind of half-decent (definitely needs to push those values as it's flat), but up close your rendering is really poorl.

If it helps, work in grayscale to establish better values as your range is too shallow and it ends up looking flat, and hit up Ctrl+Paint for rendering as you're not painting correctly (using too small of a brush, not establishing decent brush economy, etdc.)
