i have heard of actual cases when they bring these great artist to do the sketches and the victims don't recognize the guy. but than one of the victims does this terrible looking cartoon like drawing and the other victims are like that's the guy. and bam they catch him thanks to that shit tier drawing.

That's because the quality of a police sketch doesn't necessarily make it easier to identify a criminal, what police/detectives look for are a likeness or distinguishing and unique characteristics. It's entirely possible to produce a really good drawing of a face and completely lose the likeness while a caricature can nail a likeness even if it isn't anatomically accurate. However for police to release a sketch to the general public I'd agree that they really should consider getting a more experienced sketch artist.
