I would say to just look for YouTube tutorials on a style you like and learn it. But my 2 cents are to download pencil brushes for Photoshop and learn to use the Quick selection tool. With that tool you define specific selections as if you were painting, send them to a new layer on top, and then paint that layer to your heart's content and the rest won't be afelfected. For painting you use the downloaded brushes in Mixed Brush mode and twink the wetness and load settings to your liking.

In Pic related for example I selected all fabric/hair and sent it to a new layer. Then grabbed some dark red paint and went madman at it... Then I painted over it again with a lighter red, and a different red, and a different one. It all mixed fine. And the armor was another mixture of brown and gold.

I also used the Hue/Saturation tool to make the whole drawing bluish. But you need to focus on having a better base drawing first.
