in any case, it doesn't matter. here, the word "loomis" is usually referring to fundamentals anyway.

personally i don't think anything matters at all if you're a beginner. i started by doodling dbz characters and learning from how to draw manga books. after that came various internet research, youtube and then books.
there is fixed no order to this. it doesn't matter as long as you work it off one after another.

and yes, how to draw manga books can be helpful for starters. i think mikufag would improve greatly if he/she tried those simple approaches taught in those books.

Also you're underestimationg things. Stylizing is not as easy as it looks like. You need a lot of experience to make it look good
