There actually is sort of a name (though to my knowledge not one in english) for that painted anime style, japanese artists call it 厚塗り. I basically only see it used to describe anime style digital art though I think may have originally referred to traditional. If you're reading a translated tutorial they may call it 'thick paint'. It's not always as painterly as the girl with the sunflowers up there though.
They have many categories for this kind of thing there. Main ones are the ones in the graphic to the side (厚塗り is top middle if you're too lazy to pick out moonrunes), the rest being galge/visual novel style, black and white (manga style),
anime style (so cel shading essentially) and water colour.
I see even more listed sometimes, like the style used in LN illustrations or for the covers of TL (women's erotica) comics.
The categories aren't that strict but it might be useful to know they exist if you're trying to parse japanese turorials. If you're a total beginner I wouldn't worry about it too much though.
