This is the closest to the truth I think. What happens is, anime is the norm to Japanese, so generally 1 of 2 things happens:

1. They know exactly what makes the style work, they understand moe because they're culturally steeped in it, they know how to heighten and exaggerate it and make slight variations to it while still remaining true to its core

2. They diverge a bit from it, make it personal. Meld it without outside influences to create something slightly fresh and new while, again, remaining true to the core. This is the territory of your Demizu Posukas, your Yoh Yoshinaris.

Since westerners are not as steeped in it, they tend to have to expend more effort to first understand it, never mind stylize it in a fresh way. Often they'll settle on this mediocre middle product, the equivalent of those country face averages. I think this is changing with younger generations but older guys like Chris Hart, and whoever created Kappa Mikey or Totally Spies, they just don't get it.
