Above all it's just not that interesting to me. The colors and shapes, just the design as a whole feels lacking, a bit like stock art. You could say it's a problem of anatomy but it's not like you need insane technical skill to make an appealing face, especially if it's toon or stylized. Just look at some higher level anime artists for proof of that.

I would ask myself," What is my intent with this design?" I don't get much out of it as of right now. If it's fan art, I'm having trouble telling who of. If it's about conveying, say, a certain facial expression, that's one of the toughest parts in drawing faces. Might actually need to study hard for that. But to start, maybe think about the shape of the hair for instance. How could you play around with it to make it as interesting as possible? Be more deliberate about it?

Pic related. Shows it really only takes simple but very intentional shapes and values to design an interesting face/hair.
