Ofcourse he is inspired by Japanese artists and illustrators, ALL of them have a "signature face", when one watches a random anime often its easy to just guess who the character designer is by the character design.

Significantly different faces only works for ultra stylized stuff.
It is good to have a very recognizable, attractive style.

You can google names like : Misaki Kurehito, Bunbun, Takeuchi Takashi, Pochi . Or see illustrator list for FGO - https://fategrandorder.fandom.com/wiki/Illustrator_List , and compare each character's faces of one illustrator.

No it doesnt prove anything of the sort. It could be that it was cgi model, and he was simply asked to overpaint the face and that's it - and it pretty much looks like that to me. Director certainly thought it was fine.
