I don't know. For "drawing people" in anime style, I just have a big enough mental library so I try to remember some character who looks like them. For example a girl I know looks like this anime bitch. If I wanted to draw said girl, I'd heavily reference Fubuki but put on said girl's clothes and she would buy it.

Drawback is, this mostly works for conventionally attractive people who look like anime already. For some other people I know jackshit how to adapt them.
