It's very busy, and your composition overall is pretty poor. You need to build flow in a composition, create visuals that lead the eye to the focus, not off the page.

The biggest flaw in this is the values, however. You have no depth, because of the same values throughout it. Also, underwater, you'd have completely different lighting and ambient colors.

As a side note, I used to keep reef tanks, and have done a lot of reef diving/scuba in the past. There's more wrong in this picture regarding reefs and sea creatures than right, but I don't want to sperg about on you, but you should really learn more about reefs and the creatures that live in them, if you want to paint them. If you want to learn more, i'll reply.
