Okay, I'm giving up here. I don't understand clothes, and the shading tutorial I watched was on Musashi, who has tits. Guess what this chick here doesn't have? That's right, tits. How do her clothes sit on her body then? No clue. How do I even place color after this step without it looking awful? Also no clue.

I'll just go back and read some books, and then practice at a smaller scale instead of trying to finish things. I was stupid to jump ahead before going through basic exercises.
