good bait is if the guy makes a clever joke (in my opinion)
bad bait is if the guy is being a newfag, regardless of whether its on purpose or not; and its bad because their bait is obvious. naturally as humans, we tend to call out misbehaving thats occurring in our social circles (like if there's animal adoption community dedicated to cats and some random guy brings in a dog, then naturally people will tell him "dude this place is for cats"). Some will often say "well because I got so much attention, then my jester act was good :^)" but the reality is that you get the same amount of attention if something is really good or vice versa so it makes no sense.
