No, it doesn't generate tracks, per se at least. As you said, it picks a stock ambiance sound.
It has given me the same track multiple times on different images.

It's like those AI's that detect that a picture of a dog is a picture of a dog based on their database, but this one selects a track from its library after identifying the subject, depending of the closest subject.
"Image has a forest? well, the closest we have is this forest ambiance. Image has lots of people sitting? I think an ambience of people talking in a restaurant aplies to this. This anime girl has a paper? my database says images of people holding papers and books is related to people reading, so there's an audio of someone giving a lecture. Image has a dog!? PUT BARKS INMEDIATELY"
