Maybe Chinese artists stand out because they have fewer hobbyist level artists to compete for attention with.

There are amazing western artists, but they often get burred by cute shipping or other fan art. Pandering with fan-service attracts more attention than technical skill.

Also, western culture ENCOURAGES this behavior. Not doing something the ideal way is a form of "individuality", which is considered praiseworthy. "You made a thing! You're so creative. Upvote!" There are millions of artists. Technical skill isn't enough to make you stand out.
